In 2014, the Ministry of Education launched the "One Teacher, One Excellent Course, One Class One Teacher" initiative, and Jilin Province actively participated in organizing and promoting the excellent course activities. To ensure the smooth progress of the program, the Jilin Provincial Department of Education issued a detailed implementation plan. This plan outlined key steps such as forming expert teams, establishing online teaching studios, conducting training sessions for core teachers, and setting clear timelines for selecting "study classes" and "excellent classes" at different levels. Each county was tasked with selecting 15% of its local classes to submit to the city, while cities were responsible for choosing 15% of those county-level courses to send to the provincial level for further evaluation.
By November 2014, the province kicked off the initiative through a provincial video conference, followed by similar events in districts like Hanjiang, Longtan, and Jiutai. The excellent class activities quickly spread across the province, entering the stage of recording and refining lessons. As the evaluation phase approached, regions held regular summary meetings to ensure teachers made the most of the opportunity to prepare their best lessons.
For instance, Gongzhuling hosted a mid-term meeting where several guidelines were introduced, including mandatory participation from municipal backbone teachers, recognition of provincial-level promoted classes, and inclusion of each class’s development in annual teaching evaluations. A weekly reporting system was also implemented to track progress and encourage continuous improvement.
During the recording phase, challenges arose in capturing high-quality classroom videos efficiently. Traditional manual filming was time-consuming and disruptive, requiring significant resources. To address this, many areas adopted advanced recording and broadcasting equipment to streamline the process. In April 2015, Changchun No. 6 Middle School used Ovia's technology to record lessons across multiple grades and subjects, significantly improving efficiency and quality.
On July 3, 2015, the National "One Teacher, One Excellent Course, One Class One Teacher" promotion meeting was successfully held in Changchun, Jilin. Representatives from various provinces attended, and the event played a crucial role in advancing the initiative. The conference clarified the evaluation criteria and announced that the evaluation phase would begin in mid-July. It marked a major milestone in the project's progress.
By the end of September 2014, the results of the first round of excellent classes were announced, marking the completion of the initial phase. The second phase was soon underway, with Jilin having gained valuable experience to support future efforts. These achievements laid a strong foundation for the continued growth of the excellent class activities in 2015 and beyond.
