In 2014, the Ministry of Education launched the "One Teacher, One Excellent Course, One Class One Teacher" initiative, and Jilin Province actively participated in organizing related activities. To ensure the smooth implementation of this program, the Jilin Provincial Department of Education issued a detailed action plan. The plan included forming expert teams, setting up online teaching and research studios, conducting training sessions for key teachers, managing online registration and lesson preparation, and setting clear timelines for selecting "study classes" and "excellent classes" at different levels.
Each county was responsible for selecting 15% of its total classes and submitting them to the city level. Cities then selected 15% of these county-level excellent courses to be promoted as municipal-level "excellent classes," which were eventually submitted for provincial and national evaluation. This structured approach ensured a systematic and organized process for identifying and promoting high-quality teaching practices across the province.
In November 2014, the provincial training video conference officially launched the activity in Jilin. Following this, districts such as Hanjiang, Longtan, and Jiutai also held their own kick-off meetings, accelerating the spread of the initiative throughout the region. As the project progressed, it moved into the recording and refining stage, with schools focusing on capturing high-quality classroom footage.
As the evaluation phase approached, regions conducted summary meetings to review progress and prepare for the final selection. For example, Gongzhuling hosted a mid-term meeting that introduced several important policies, including mandatory participation from municipal backbone teachers, recognition of provincial-level classes, and inclusion of course development in annual teaching assessments. These measures helped maintain momentum and encourage widespread participation.
During the recording stage, challenges arose in capturing large-scale classroom videos efficiently. While traditional manual filming could produce high-definition results, it often disrupted teaching and required significant post-production work. To address this, many areas adopted advanced recording and broadcasting equipment. In April 2015, Changchun No. 6 Middle School used Ovia's system to record high-quality lessons across multiple subjects and grades, significantly improving efficiency.
On July 3, 2015, the National "One Teacher, One Excellent Course, One Class One Teacher" promotion meeting was successfully held in Changchun. Representatives from various provinces attended, and the event played a crucial role in advancing the initiative. Ovia was invited to record the event, preserving valuable content for future reference. The meeting provided detailed guidance on evaluation criteria and confirmed that the evaluation stage would begin in mid-July, marking a major milestone in the project.
By the end of September 2014, the results of the first round of excellent class activities were announced, completing the initial phase in two months. The second phase was about to begin, and Jilin had already gained valuable experience that would support future efforts. This success laid a solid foundation for continued development in 2015, reinforcing the province’s commitment to quality education and innovative teaching methods.
